Decide every outcome

Choose one decision for every outcome:

• Carry forward — duplicate the outcome into a future restart week and keep the original attached here for history.
• Close — the outcome is complete enough.
• Archive — preserve the record without continuing it.
• Delegate — hand it off and enter a recipient or channel.

The Week summary must say All outcomes decided before you mark the reset complete. A delegated outcome without Delegate to is incomplete and must be fixed manually.
